About the Journal

Medición y Evaluación del Aprendizaje Inclusivo (MEAI) is an international, peer-reviewed, Diamond Open Access scientific journal academically managed by the Facultad de Derecho, Ciencias Políticas y Sociales of the Universidad Técnica de Oruro, Bolivia and co-edited by Editorial JOGB (Ecuador), which provides editorial and publishing support. The journal publishes scholarly work in Spanish and English and uses external double-blind peer review for all article types listed below.

Aim

To advance scientific knowledge in educational measurement, learning assessment, and inclusive evaluation by publishing rigorous research on models, methods, instruments, interventions, technologies, and evidence that improve the validity, reliability, fairness, accessibility, and usefulness of educational decision-making.

Scope

The journal welcomes manuscripts that make an original, methodologically sound, and clearly documented contribution in areas including:

  • educational measurement and learning assessment at primary, secondary, technical, higher, and continuing education levels
  • diagnostic, formative, summative, competency-based, and learning-outcome assessment
  • psychometrics, classical test theory, Item Response Theory, generalizability theory, measurement models, and scale development
  • design, validation, adaptation, standardization, reliability, validity, fairness, measurement invariance, and bias analysis of instruments
  • inclusive assessment, accessibility, equitable assessment, Universal Design for Learning, and evaluation of diverse learner populations
  • evaluation of educational interventions, teaching strategies, learning environments, and educational technologies when the study includes explicit measurement of learning, participation, performance, competencies, inclusion, engagement, or other educational outcomes
  • quantitative, qualitative, and mixed methods applied to educational measurement and evaluation
  • learning analytics, educational data mining, data science, artificial intelligence, and adaptive or digital assessment applied to measurement or evaluation
  • program, curriculum, institutional, teacher-performance, and educational-quality evaluation
  • national and international assessment systems, educational indicators, evidence-informed decision-making, and evaluation policy
  • ethics, transparency, reproducibility, equity, and responsible innovation in educational measurement and assessment

Types of Articles

The journal publishes four peer-reviewed article types: original, review, systematic review and brief communication.

Languages and Metadata

Manuscripts may be submitted in Spanish or English. The accepted article must include the title, abstract, and keywords in both Spanish and English. Author names, affiliations, ORCID identifiers, funding information, references, and other metadata must be complete and accurate.

Publication Frequency

The journal is published on a semiannual basis, with two issues per year. Issue 1 covers January 1 through June 30, and Issue 2 covers July 1 through December 31. Manuscript submission remains open throughout the year. Accepted articles are assigned to the corresponding semiannual issue after completion of peer review, editorial decision, copyediting, metadata preparation, and production.

Academic Ownership and Institutional Link

The journal is academically owned and managed by the Facultad de Derecho, Ciencias Políticas y Sociales of the Universidad Técnica de Oruro. The institutional relationship provides academic support and the resources necessary for journal operation. The journal maintains its own editorial governance and scientific decision-making procedures.

Editorial Independence

Institutional authorities, administrative units, funders, sponsors, technical service providers, and other external parties may not determine the scientific outcome of individual submissions. Editors assess manuscripts on scholarly merit, relevance to the journal, methodological and reporting quality, research integrity, and the evidence produced through peer review. The final decision to accept or reject a manuscript is made by the Editor-in-Chief. When the Editor-in-Chief has a conflict of interest, a non-conflicted Editor is formally designated as Acting Editor-in-Chief for that manuscript and conducts the decision independently.

Interoperability

The journal exposes structured metadata through the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). The journal OAI-PMH endpoint is https://evaluacionaprendizaje.org/index.php/meai/oai. OAI-PMH supports metadata harvesting and interoperability; it is distinct from the journal's long-term preservation arrangements, which are described in the Digital Preservation and Interoperability Policy.
